This report presents a comprehensive project solution for Thore Network PVT LTD to develop "AI Kosh," a platform envisioned to democratize access to the legislative history of the Indian Parliament. The vision for AI Kosh is to establish a premier, non-partisan digital resource that makes the entirety of Lok Sabha and Rajya Sabha debates accessible in multiple Indian languages. This will foster unprecedented levels of academic research, journalistic inquiry, policy analysis, and civic engagement by breaking down linguistic barriers to one of the world's most extensive archives of democratic discourse.
The core of the proposed solution is a robust, scalable platform designed to ingest, process, and present parliamentary debates from a wide array of sources, including official text records, digitized PDF archives, and live video proceedings. The platform's central language processing capabilities will be powered by the Government of India's Bhashini AI Mission, a state-of-the-art national language technology platform. This integration ensures access to a sophisticated suite of AI services for transcription, translation, and optical character recognition, aligning the project with national digital infrastructure initiatives.
A critical strategic consideration, however, is the existence of an official government initiative named "Sansad Bhashini," a collaboration between the Lok Sabha Secretariat and the Ministry of Electronics and Information Technology (MeitY).1 This initiative not only shares an identical mandate with the proposed project but has also announced the creation of a dataset explicitly named "AI Kosh".3 This direct overlap fundamentally shapes the strategic landscape for Thore Network. This report analyzes this situation not as an insurmountable obstacle but as a defining factor that necessitates a nuanced strategic approach. Three potential pathways are evaluated: direct competition, strategic partnership, or the development of a value-added niche.
