Survey-based assessment of FHTC functionality in rural West Bengal, analysing water supply patterns, potability testing results, operation and maintenance of schemes, and household-level water access indicators.
"This report presents the findings of a comprehensive functionality assessment survey of household tap connections (FHTCs) in rural areas of West Bengal, conducted under the Jal Jeevan Mission (JJM) by the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti. The survey was carried out during November-December 2020 across sampled villages in West Bengal. The assessment evaluated functionality of household tap connections on multiple parameters including water supply frequency, adequacy of quantity (minimum 55 litres per capita per day), potability as per BIS 10500 standards, regularity of supply, adequacy of water pressure, and reliability of supply timings. The survey also included field-level water quality testing using Field Test Kits and H2S vials to check compliance with prescribed drinking water quality standards. At the household level, indicators assessed include percentage of working tap connections, number of water supply days in a usual week, times water is supplied per day, duration of supply, and households receiving 55 lpcd or more water. The survey also captured households' payment of water user charges and coping arrangements during periods of inadequate supply. At the village level, the report covers functionality status of piped water supply schemes, availability and functionality of infrastructure including overhead tanks, pump houses, and water sources. It assesses operation and maintenance arrangements by village water and sanitation committees, source sustainability measures, and challenges faced by schemes. The report provides a detailed analysis of water quality test results across multiple parameters including pH, turbidity, total dissolved solids, total hardness, alkalinity, ammonia, iron, fluoride, arsenic, sulphate, chloride, residual chlorine, and bacteriological presence. Annexures list villages with defunct schemes, failed water quality samples, and district-wise proportion of functional tap connections in West Bengal."
