About Dataset

The Swachh Bharat Mission (Grameen) Phase II – Programme Implementation and Monitoring Dataset is a comprehensive administrative dataset developed to support the planning, implementation, monitoring, and evaluation of the Swachh Bharat Mission (Grameen) Phase II, implemented during the period 2020–21 to 2024–25. The programme builds upon the achievements of Phase I by focusing on sustaining Open Defecation Free (ODF) status and transforming villages into ODF Plus villages through comprehensive sanitation and Solid and Liquid Waste Management (SLWM). The dataset records programme implementation at multiple administrative levels including States, Union Territories, districts, blocks, Gram Panchayats, villages, and rural institutions. It captures information related to sanitation infrastructure, community participation, financial management, capacity building, behaviour change communication, monitoring, verification, and environmental sanitation. The information generated supports evidence-based decision-making for policymakers, programme managers, researchers, development partners, and local governments. The dataset includes administrative information on the construction of Individual Household Latrines (IHHLs), retrofitting of non-functional toilets, establishment of Community Sanitary Complexes (CSCs), and provision of sanitation facilities for households left out during Phase I. It records beneficiary categories, infrastructure created, technology options adopted, incentives provided, and implementation status. These components ensure continued access to safe sanitation facilities while promoting hygienic practices throughout rural communities. A significant component of the dataset relates to Solid Waste Management (SWM). Information is captured on biodegradable waste management, compost pits, GOBAR-Dhan projects, plastic waste segregation, collection systems, storage facilities, material recovery facilities, recycling arrangements, and village-level waste management plans. The dataset enables monitoring of waste generation, collection, treatment, resource recovery, and environmentally sound disposal practices in rural areas. The dataset also includes information relating to Liquid Waste Management (LWM), including greywater management systems, soak pits, drainage arrangements, wastewater treatment infrastructure, and convergence with the Jal Jeevan Mission. Data supports planning and monitoring of village-level wastewater management interventions aimed at reducing environmental pollution and improving rural sanitation outcomes. Behaviour change remains a central pillar of SBM(G) Phase II. Accordingly, the dataset captures Information, Education and Communication (IEC) activities, Behaviour Change Communication (BCC) campaigns, interpersonal communication, awareness generation, sanitation messaging, capacity-building programmes, training of Swachhagrahis, and community mobilization initiatives. These data facilitate assessment of behavioural outcomes and public participation essential for sustaining ODF status and improving hygiene practices. Institutional information forms another major component of the dataset. It documents the roles and responsibilities of the National Scheme Sanctioning Committee, State Water and Sanitation Missions, District Swachh Bharat Missions, Block Water and Sanitation Committees, Gram Panchayats, Village Water and Sanitation Committees, Self Help Groups, Panchayati Raj Institutions, and other implementing agencies responsible for programme execution. The dataset therefore supports governance analysis and institutional performance assessment. Financial management information is also represented in the dataset. It covers annual implementation plans, programme funding, financial allocations, release of funds, utilization, convergence with Finance Commission Grants, MGNREGS, Corporate Social Responsibility (CSR), Public-Private Partnerships (PPP), and other financing mechanisms supporting sanitation infrastructure and waste management projects. This information assists in financial monitoring, expenditure analysis, and resource planning. Monitoring and evaluation constitute an important dimension of the dataset. Information includes Output-Outcome Monitoring Framework indicators, Integrated Management Information System (IMIS) records, baseline surveys, geotagging of sanitation assets, ODF Plus verification, Swachh Survekshan Grameen assessments, social audits, annual audits, and programme evaluation exercises. These indicators enable systematic assessment of implementation progress and programme effectiveness.
