The Rural Sanitation Strategy 2019–2029, titled “From ODF to ODF Plus,” provides a strategic framework for sustaining and expanding rural sanitation outcomes after the major gains of Swachh Bharat Mission (Grameen). ODF Plus is presented as the underlying vision, with emphasis on sustaining ODF status and ensuring effective solid and liquid waste management. The strategy addresses access to sanitation for new and left-behind households, appropriate sanitation infrastructure, operation and maintenance, retrofitting, continuous behaviour-change communication, plastic waste management, composting, greywater management and faecal sludge management. It also outlines roles for Gram Panchayats, capacity strengthening, convergence with national skilling platforms, financing approaches and monitoring and evaluation. The strategy stresses local flexibility so technologies can suit topography and conditions, while remaining easy to operate and maintain. It is intended for policymakers, programme managers, States, districts, local governments and implementation partners. Its overall purpose is to provide a long-term roadmap for keeping rural sanitation in good condition.
