The Manual: Plastic Waste Management, July 2021, is an advisory support document for rural local bodies implementing plastic waste management under Swachh Bharat Mission (Grameen) Phase-II. It explains why plastic waste is a priority for rural cleanliness and ODF Plus and provides structured guidance from planning through operation. Major sections cover the four Rs of refuse, reduce, reuse and recycle; village-level planning; source segregation; collection; construction of village sheds; transportation; recycling; establishment and operation of Plastic Waste Management Units; forward linkages; IEC; capacity building; grievance redressal; record maintenance; monitoring; funding and annexures. The manual also includes case studies from locations such as Aryad, Sikkim, Sirmaur, East Khasi Hills and Kerala. It provides roles for State, district, block and Gram Panchayat institutions and includes technical, financial and operational considerations. The document is intended to help local bodies create workable systems that reduce plastic pollution, recover recyclable materials, maintain facilities and establish a plastic waste management system.
