This presentation, titled “JJM – MoJS”, outlines Punjab’s approach to IEC/BCC planning, capacity building, community mobilisation, institutional strengthening and monitoring under Jal Jeevan Mission. It covers the complete IEC framework, including pre-planning, planning and post-planning activities, along with mechanisms for monitoring physical and financial progress. The presentation describes capacity-building and social-development activities at the village level, with support to field divisions, Gram Panchayat Water and Sanitation Committees (GPWSCs) and other stakeholders. Training is provided on behavioural change, roles and responsibilities of GPWSCs, Cluster Level Committees and Scheme Level Committees, community management, social and environmental safeguards and labour-law compliance. Refresher training is also proposed for GPWSC and Women Mohalla Committee members to strengthen collective responsibility and women's participation. The IEC strategy includes awareness-generation and sensitisation campaigns, Public Awareness Campaigns (PACs), demand generation, networking with village-level institutions and functionaries, pre-testing of IEC material, school IEC, information dissemination, motivational study tours, social-media communication and reminder media. The presentation also highlights the importance of developing gender-sensitive communication and promoting the participation of weaker and vulnerable groups in decision-making. The material presents a situation analysis covering 988 villages and focuses on improving knowledge, attitudes and practices (KAP) related to Water, Sanitation and Hygiene (WaSH). It promotes regular GPWSC meetings, transparency and record keeping, community engagement, social-media promotion of exemplary villages, recognition of good-performing GPWSCs and risk communication and community engagement during COVID-19. It also covers the engagement and mapping of Implementation Support Agencies (ISAs) for IEC/BCC, monitoring of interventions, financial and physical progress, public grievance redressal, skill development of masons, plumbers, electricians and fitters, knowledge centres, innovation and sensor-based real-time monitoring. Digital initiatives include JJM portal integration, OTP-based login, hierarchy-based scheme selection, QR-code installation and monthly reporting. The presentation further documents Punjab's progress towards Har Ghar Jal, including village-level piped-water-supply coverage, formation and strengthening of VWSCs/Pani Samitis, FHTC planning and implementation, and approved schemes. It identifies challenges and enabling factors affecting IEC/BCC, capacity building and last-mile implementation.
