Community Mobilisation and Engagement in Har Ghar Nal Ka Jal – Bihar presents Bihar’s approach to community-led implementation, operation and maintenance of rural piped drinking-water schemes under the Har Ghar Nal Ka Jal initiative. It highlights decentralised governance, capacity building, IEC activities, water-quality surveillance, grievance redressal and community participation for sustainable water-service delivery.

About Dataset

This presentation, dated 9 December 2021, describes Bihar’s implementation approach for Har Ghar Nal Ka Jal, launched in September 2016 with the objective of providing clean drinking water to households across the State through piped water-supply schemes. It explains the institutional arrangement involving the Public Health Engineering Department (PHED), Panchayati Raj Department (PRD), Gram Panchayats and community-level institutions. The presentation places strong emphasis on decentralised and community-led implementation. It describes the role of Gram Panchayats and the Ward Implementation and Management Committees (WIMCs) in building, operating and maintaining water-supply systems, collecting user charges and ensuring local management of water assets. The strategy combines community participation with technical support from PHED, particularly in water-quality-affected areas, difficult terrains and previously implemented piped-water-supply schemes. The second phase focuses on service delivery, ensuring drinking water of prescribed quality, adequate quantity and regular supply at household level. It also emphasises operation and maintenance, capacity building of users, water-quality monitoring and community-led surveillance, and institutional arrangements for long-term sustainability of water sources and systems. Key interventions include “Know Your Scheme” campaigns, Jal Chaupal, “Knock the Door” campaigns, community meetings, wall writing and hoardings, training of pump operators, skill development through ITIs, orientation of WIMCs, Field Test Kit-based water-quality surveillance, public grievance redressal meetings and capacity building of engineers and laboratory personnel. The presentation also highlights social audits, greywater management, groundwater management, water budgeting and disaster preparedness. The presentation documents continuing community engagement activities such as Jal Chaupal, transect walks, service-delivery assessments, pump-operator training, WTP operation training, coordination with Jeevika, social audits and online training for O&M personnel.

Strengthen Water-quality Monitoring And Community-led Surveillance. Promote Preventive Maintenance And Timely Grievance Redressal. Encourage Judicious Use Of Drinking Water And Greywater Management. Develop Local Skills Through Itis And Skill-development Programmes. Promote Social Audits, Jal Chaupal And Participatory Approaches. Strengthen Long-term Sustainability Of Water Sources And Rural Water-supply Systems.
