The Mizoram guidelines establish a decentralized framework for rural water supply and sanitation through Village Water and Sanitation Committees (WATSAN). Issued in 2023, they define committee composition, tenure, meetings, financial responsibilities and operational functions. The WATSAN Committee is responsible for management, supervision and operation and maintenance of water supply and sanitation facilities, equitable water distribution, water quality monitoring, routine repairs and records.
The Mizoram Decentralization of Water Supply and Sanitation Guidelines, 2023 establish a community-oriented institutional mechanism for managing rural water and sanitation services. The guidelines provide for constitution of Village WATSAN Committees by Village Councils and specify office bearers, members, tenure, meeting requirements and quorum. The Committee is expected to generate community ownership and ensure the financial viability and sustainability of water supply and sanitation systems. Its functions include overall operation and maintenance, equitable water distribution, regular water quality monitoring, routine repairs, procurement of maintenance materials, collection of water charges and maintenance of financial and operational records. The guidelines distinguish routine repairs undertaken locally from special repairs or replacements requiring the Public Health Engineering Department. They also address sanitation management, hygiene promotion, waste and wastewater disposal, sanitation fees and monitoring. Before transfer of a scheme, joint walkthroughs and asset inventories are envisaged. The document therefore provides a detailed decentralized governance model combining community responsibility with departmental technical support for sustainable rural water and sanitation service delivery.
