"This report encompasses the findings of a functionality assessment survey conducted on household tap connections in rural Karnataka under the Jal Jeevan Mission (JJM). The survey, commissioned by the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, was undertaken during November-December 2020 to assess the functionality of existing water supply delivery infrastructure. The assessment methodology evaluated tap connections against parameters including water supply regularity, quantity adequacy (55 lpcd minimum), potability compliance with BIS 10500 standards, supply timing reliability, and water pressure adequacy. Water quality was tested at the field level using approved Field Test Kits and H2S vials across representative sample villages in Karnataka. The survey collected household-level data on tap connection status, water supply days per week, number of daily supplies, duration of supply, and usage patterns for drinking and domestic purposes. Payment behaviour for water user charges and alternative arrangements during supply shortages were also documented. At the scheme level, the assessment examined functionality of piped water supply infrastructure, condition of overhead tanks and pump houses, water source availability and sustainability, and management by local water and sanitation committees. Challenges such as infrastructure inadequacy, source depletion, and maintenance issues were identified. The report includes comprehensive water quality analysis covering pH, turbidity, total dissolved solids, hardness, alkalinity, ammonia, iron, fluoride, arsenic, sulphate, chloride, residual chlorine, and bacteriological parameters. Detailed annexures provide district-level functional tap connection data and villages with water quality test failures in Karnataka."
