Jal Jeevan Mission 2.0: Operational Guidelines (Har Ghar Jal) is a Hindi guidance document issued by the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India. About Dataset

"This document lays down the operational guidelines for Jal Jeevan Mission 2.0, the next phase of the Har Ghar Jal initiative for rural drinking-water supply in India. It shifts the focus from only creating tap-water infrastructure to ensuring regular, quality-assured, sustainable and accountable water services for every rural household. The guidelines define institutional roles at national, State/UT, district and Gram Panchayat levels. They place Gram Panchayats and Village Water and Sanitation Committees (VWSCs) at the centre of planning, operation, maintenance and monitoring of rural water-supply systems. The document also covers district-level oversight through District Water and Sanitation Missions and technical units; community participation through SHGs and PACS; water-quality standards; source sustainability; rainwater harvesting; groundwater recharge; operation and maintenance; citizen feedback; grievance redressal; and data-driven governance through digital dashboards and platforms such as Sajal Gram and Meri Panchayat. It promotes transparent, citizen-centred and lifecycle-based management of rural drinking-water systems, supporting water security, public health, women’s empowerment, local governance and Sustainable Development Goal 6."
