Jal Jeevan Mission – Har Ghar Jal: Building Partnership, Changing Lives is a Government of India publication documenting the vision, approach, implementation and progress of the Jal Jeevan Mission up to 31 December 2021. The Mission, launched on 15 August 2019, aims to provide every rural household with a functional tap-water connection delivering potable water in adequate quantity, prescribed quality, adequate pressure and on a regular, long-term basis. The booklet explains the transformation from a village/habitation-based approach to a household-focused water supply system, emphasizing the principles of “no one is left out” and improved ease of living. It highlights the special benefits of reliable tap water for rural women, children and marginalized communities, including relief from the drudgery of fetching water. It describes JJM’s decentralized, demand-driven and community-managed implementation through Gram Panchayats, Village Water & Sanitation Committees (VWSCs)/Pani Samitis and Village Action Plans (VAPs). Women and weaker sections are given a central role in local water governance and water-quality surveillance. The booklet also covers water quality, rural schools and Anganwadi Centres, financing through Finance Commission grants, capacity building, technology, local employment and community participation. It records substantial progress, including more than 8.75 crore rural households having tap-water provision and over 1.30 lakh villages achieving household tap-water coverage by the end of 2021.
The purpose of the booklet is to document and communicate the vision, implementation strategy and achievements of Jal Jeevan Mission in transforming rural drinking-water services. It highlights partnership between governments and communities, functional household tap connections, water quality, women’s participation, village-level planning and sustainable water security as key elements of the Mission.
