“जन-भागीदारी से हर घर जल” is a practical guideline for community-managed rural piped drinking-water systems, providing guidance on their operation, maintenance, water-quality management, financial management and sustainable service delivery through Gram Panchayats, VWSCs and other community institutions.

About Dataset

“जन-भागीदारी से हर घर जल – समुदाय आधारित ग्रामीण पेयजल योजनाओं का संचालन एवं संधारण हेतु मार्गदर्शिका” is a practical resource developed under the Jal Jeevan Mission to support communities in managing and sustaining rural piped drinking-water systems. The publication emphasises that achieving Har Ghar Jal is not limited to creating infrastructure or providing household tap connections; equal importance must be given to ensuring that water systems remain functional, reliable, safe and sustainable over the long term. The guideline places Jan Bhagidari (people’s participation), community ownership and local accountability at the centre of rural drinking-water management. It provides practical guidance to Gram Panchayats, Village Water and Sanitation Committees (VWSCs), Self-Help Groups (SHGs), Community-Based Organisations (CBOs), Nal Jal Mitras and other local stakeholders. The publication covers important aspects of operation and maintenance (O&M), water-quality monitoring, financial management, user charges, repairs, preventive maintenance, record keeping and community participation. It also explains the responsibilities of Nal Jal Mitras in operating pumps, valves and chlorination units, monitoring water flow and pressure, identifying leakages and supporting preventive maintenance. The guideline further promotes decentralised water governance, source protection, sustainable water resources, transparent management and community-led initiatives such as Jal Arpan Diwas and Lok Jal Utsav, thereby strengthening the long-term sustainability of rural drinking-water services.

It Aims To Strengthen Gram Panchayats, Vwscs And Local Stakeholders, Promote Safe And Reliable Water Supply, Ensure Financial And Operational Sustainability, Improve Water-quality Monitoring, And Foster Community Ownership, Accountability And Participation.
