Jal Jeevan Samvad – September 2023, 36th Edition is a monthly publication of the National Jal Jeevan Mission, Department of Drinking Water & Sanitation, Ministry of Jal Shakti, Government of India. The publication documents the progress, achievements, innovations, initiatives and experiences associated with the implementation of the Jal Jeevan Mission and its objective of providing safe and adequate piped drinking water to rural households across India. A major focus of this edition is the significant expansion of Functional Household Tap Connections (FHTCs) under Har Ghar Jal. The issue records the achievement of 13 crore rural household tap-water connections, compared with 3.23 crore at the launch of the Mission in August 2019. It also presents State/UT-wise FHTC coverage and progress under the Mission. The edition highlights the paradigm shift in rural piped drinking-water supply, reporting that nearly 1.59 crore functional household taps were connected during April–September 2023, with more than 86,800 tap connections being provided on average each day. The publication also highlights the performance of focus States, including Uttar Pradesh, Tamil Nadu, Chhattisgarh, Rajasthan, Madhya Pradesh and West Bengal. Another important theme is community participation and sustainability. The issue reports more than 5.27 lakh Village Water & Sanitation Committees/Paani Samitis and 5.12 lakh Village Action Plans, incorporating provisions for drinking-water source augmentation, greywater treatment and reuse, and operation and maintenance of in-village water-supply systems. The publication also gives substantial attention to capacity building and skill development through initiatives such as the Nal Jal Mitra Programme and the JJM Digital Academy. The Digital Academy is presented as a knowledge-sharing, training and collaboration platform providing training programmes, webinars and experience-sharing sessions for States/UTs and other stakeholders. Technology and digital governance are another key component of the edition. The article on JJM BRAIN in Assam describes a digital platform for managing Pipe Water Supply Schemes, including GIS mapping, project monitoring, performance-guarantee management, real-time updates and coordination among stakeholders. The issue also documents Jal Kosh, a QR-code-based Public Grievance Redressal System in Assam. The system enables scheme identification, access to scheme and water-quality information, submission of contractor responses and reporting of citizen grievances, thereby improving transparency and management of water-supply schemes. Water quality and safe drinking water remain central themes. The edition discusses the use of in-line chlorination for providing safe drinking water in 106 villages of Andhra Pradesh and also reports ground-level monitoring, water-quality laboratory visits and implementation verification by multidisciplinary teams. The publication further covers National WASH Experts' visits, during which teams visited 384 villages across 14 States to assess the quality of completed and ongoing works and provide suggestions for improvement. It also records review meetings, the Pani Ki Rail awareness initiative and other activities related to water conservation, sustainability, community ownership and implementation of JJM.
