Jal Jeevan Samvad – 24th Edition, September 2022 is a publication of the National Jal Jeevan Mission that documents the progress, achievements, implementation experiences and emerging practices under the Jal Jeevan Mission. The issue presents national and State/UT-level progress on Functional Household Tap Connections (FHTCs), coverage of schools and Anganwadi Centres, and field-level initiatives aimed at ensuring sustainable and reliable rural drinking-water services. A key focus of the edition is the transition of JJM from merely creating water-supply infrastructure to an integrated utility-based and service-delivery approach, with emphasis on adequate quantity, prescribed quality, adequate pressure and regular, long-term tap-water supply. The issue stresses local capacity building and community empowerment for the operation and maintenance of in-village water-supply systems. The edition provides updated JJM progress data as on 20 September 2022. It records 10.20 crore rural households, representing 53.32% of total rural households, with tap-water connections. It also reports 100% FHTC coverage in six States/UTs—Goa, Telangana, Andaman & Nicobar Islands, Puducherry, Dadra & Nagar Haveli and Daman & Diu, and Haryana—and provides coverage figures for districts, blocks, Panchayats and villages. A major feature is the achievement of Andaman & Nicobar Islands as the first “Swachh Sujal Pradesh”, with all villages certified as Har Ghar Jal and verified as ODF Plus. The issue describes the role of Gram Sabha certification, community participation and innovative technical interventions in extending safe and equitable drinking-water access across the Islands. The publication also presents State-level case studies, including a solar-powered mini piped water supply scheme in Uttar Pradesh, Anganwadi children's celebrations around tap-water access in Andhra Pradesh, community contribution towards a Har Ghar Jal village in Arunachal Pradesh, and women-led water-supply initiatives in Odisha. It also covers State-level workshops in Jharkhand aimed at accelerating JJM implementation. Another important theme is capacity building and institutional strengthening. The issue discusses Key Resource Centres (KRCs), training programmes for policymakers, public health engineers and community representatives, and development of technical and social-engineering capacities. Training areas include operation and maintenance, long-term sustainability, water-quality monitoring, groundwater recharge, rainwater harvesting, smart water-quality technologies, quality control and spring-shed management. The edition further emphasizes partnerships and independent monitoring through the empanelment of sector experts who are expected to undertake ground-truthing, provide technical assistance, assess implementation quality and help States/UTs address field-level gaps. The issue also highlights water-source sustainability, including groundwater recharge, rainwater harvesting, reuse and recycling of treated greywater, conjunctive use of groundwater and surface water, and decentralized planning. It includes field-level assessments in Rajasthan where technical experts examined groundwater availability and sustainability challenges and recommended a holistic approach to groundwater management and recharge.
