Jal Jeevan Samvad – October 2024 is the 49th edition of the monthly publication of the National Jal Jeevan Mission (NJJM), Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India. The central theme of this edition is “Swachh Sujal Gaon,” presenting an integrated and sustainable approach to transforming rural communities through clean drinking water, sanitation, hygiene and improved water management. The issue presents the progress of the Jal Jeevan Mission (JJM) in providing Functional Household Tap Connections (FHTCs). As on 31 October 2024, India had 15,24,88,240 rural households with tap-water connections, representing 78.84% coverage, compared with 16.73% at the launch of the Mission. It also provides comparative FHTC coverage of States and Union Territories and information on areas achieving 100% household tap-water coverage. A major feature of the edition is the Swachh Sujal Gaon approach, which integrates JJM and Swachh Bharat Mission-Grameen (SBM-G) to address rural water supply, sanitation, solid and liquid waste management, water conservation and community participation. The publication identifies universal tap-water access, sanitation beyond ODF status, infrastructure development, technological innovation and community involvement as important components of this approach. The edition showcases several village-level success stories and models from across India, including Sailam in Mizoram, Bardand in Chhattisgarh, Kodar, Namsang, Gori, Kaimoi, Mengi Kabak, Kanikaniyan in Vellore, Zokhawthar, Buarpui, Lallen, Gamerimura and Kotri. These examples demonstrate community-driven water supply, sustainable sanitation, convergence, local ownership and effective operation and maintenance. The publication also highlights women-led operation and maintenance of rural water supply systems, community management, climate-change capacity building, Behaviour Change Communication (BCC), water sustainability and resilient water supply in difficult geographical conditions such as Ladakh. The Sailam village case study in Mizoram is particularly significant. The village has transformed from a water-scarce settlement into a model 24×7 water-supply and sustainable-sanitation village, supported by JJM, solar-powered water infrastructure and community ownership through the WATSAN Committee. The publication further describes the Committee's role in operation and maintenance, financial management, water-quality monitoring and environmental protection. The issue connects the Swachh Sujal Gaon vision with SDG 6, emphasizing universal access to clean water and sanitation, wastewater treatment and reuse, rainwater harvesting, water-use efficiency and community participation through Village Water and Sanitation Committees. It also discusses the broader social impacts of improved water and sanitation, including better health, dignity, women's empowerment and rural socio-economic development.
