Jal Jeevan Samvad – 32nd Edition, May 2023 is a monthly publication of the National Jal Jeevan Mission (NJJM) that documents the progress, achievements, implementation experiences and field activities undertaken under the Jal Jeevan Mission. The edition presents the progressive coverage of Functional Household Tap Connections (FHTCs) and comparative coverage across States and Union Territories. As on 31 May 2023, the publication reports 12.15 crore rural households with tap-water connections, representing 62.51% coverage, compared with 3.23 crore households at the launch of the Mission. It also records the status of Har Ghar Jal and 100% FHTC coverage at State/UT, district, block, panchayat and village levels. A major theme of the issue is the gaining momentum of Jal Jeevan Mission towards providing functional tap-water connections to every rural household. The publication highlights that more than 1.52 crore FHTCs had been installed across the country since December 2022 and presents the performance of States, with Uttar Pradesh highlighted as a consistent performer in FHTC provision. The edition contains several State-specific articles and case studies. These include greywater management in Chamakhandi Gram Panchayat, Odisha, the Arakul experience in West Bengal, the Jal Doot programme in Assam, and the Paani Maah campaign in Ladakh, highlighting technology, sustainability, community engagement and local initiatives for improving rural water management. The issue gives considerable attention to sustainability and community-led water governance. The message from the Additional Secretary & Mission Director emphasises strengthening Village Water and Sanitation Committees (VWSCs)/Paani Samitis, developing practical operation and maintenance strategies, promoting women-centric governance, strengthening grievance redressal mechanisms and building community ownership of water infrastructure. The publication also discusses quality assurance and long-term sustainability of water-supply assets, including the role of Third-Party Inspection Agencies (TPIAs), quality control during planning and implementation, and operation and maintenance of water infrastructure. The Webinar, Conference and Meetings section covers the review of JJM and SBM-G in the North-Eastern States, Jal Jeevan Survekshan-23, quality-control discussions and the roadmap for achieving Har Ghar Jal. The JJM: Action on the Ground section records field visits and reviews by senior officials and NJJM teams in States/UTs such as Bihar, Manipur, Odisha, Uttar Pradesh, Himachal Pradesh, Arunachal Pradesh, Jammu & Kashmir, Ladakh and Madhya Pradesh. These visits focused on assessing implementation, identifying challenges, strengthening community participation and ensuring sustainable operation and maintenance of water-supply schemes. Overall, the May 2023 edition serves as a comprehensive record of JJM progress, rural tap-water coverage, Har Ghar Jal, community participation, water infrastructure, greywater management, sustainability, quality assurance, State-level innovations and field implementation.
