Jal Jeevan Samvad – June 2021, Issue IX, Year 2021 presents the progress and key initiatives of the Jal Jeevan Mission (JJM) towards providing potable and functional tap-water supply to every rural household under the vision of Har Ghar Jal. The issue provides an update on Functional Household Tap Connection (FHTC) coverage as on 30 June 2021, including the progressive and comparative coverage status of States and Union Territories. It highlights the expansion of tap-water supply to rural households and the continuing efforts required to achieve universal household tap-water coverage. A major focus of the issue is the need for faster implementation by States/UTs to achieve the mission's objectives. The lead article discusses challenges such as increasing water demand, groundwater depletion, inadequate recharge, water pollution, erratic rainfall and operation and maintenance of water-supply systems. It emphasizes that reliable access to potable water is important for improving rural health and socio-economic conditions and reducing the drudgery faced by women and girls. The publication also focuses on uninterrupted drinking-water supply during the monsoon, emergency response to Cyclone Amphan, and the importance of preparedness and resilience of rural water-supply systems. The issue contains a dedicated article on greywater management in Tamil Nadu, along with State stories covering potable water supply in border areas of Gujarat, skill training in Assam, water supply in Jammu & Kashmir, water-quality testing in Bihar and training of Village Water & Sanitation Committees (VWSCs) in Rajasthan. Another important theme is water quality and transparency. The issue highlights third-party inspection for quality assurance, strengthening of grievance redressal mechanisms and the nationwide Water Quality Management Information System (WQMIS) for capturing and monitoring water-quality test results from villages and laboratories. The issue further highlights capacity building and training, including the role of 104 Key Resource Centres (KRCs) in strengthening the capacities of different stakeholders involved in JJM implementation. It also discusses community mobilisation, training, skilling, IEC activities and institutional partnerships, including collaboration with UNICEF. The publication gives significant attention to greywater collection, treatment and reuse, recognising that increased household tap-water supply will generate more greywater. It advocates priority action for safe collection, treatment and reuse of greywater for agriculture, horticulture, agroforestry, plantations and other productive uses.
