Jal Jeevan Samvad – August 2023, 35th Edition is a monthly publication of the National Jal Jeevan Mission (NJJM), Department of Drinking Water & Sanitation, Ministry of Jal Shakti, Government of India. The edition presents the progress of Jal Jeevan Mission and documents initiatives, achievements, field experiences, partnerships, innovations and community-led efforts undertaken to provide safe and adequate piped drinking water to rural households. The publication also contains JJM progress data and comparative Functional Household Tap Connection (FHTC) coverage of States/UTs. A prominent theme of this edition is the fourth anniversary of Jal Jeevan Mission and the participation of 100 grassroots Water Warriors from 25 States/UTs as Special Invitees at the 77th Independence Day celebration at the Red Fort. These included Sarpanchs, plumbers, pump operators, water-meter readers and Village Water & Sanitation Committee (VWSC) members, highlighting community participation and grassroots ownership of the Mission. The issue provides FHTC progress and rural tap-water coverage as of 31 August 2023. It reports 12.97 crore rural households with tap-water connections, representing 67.49% coverage, compared with 16.83% at the launch of the Mission. It also reports 100% FHTC coverage in several States/UTs and provides district, block, Panchayat and village-level Har Ghar Jal achievements. The publication gives significant attention to the employment potential of Jal Jeevan Mission. A study by IIM Bangalore with technical support from the International Labour Organization (ILO), titled Assessment of Employment Potential of Jal Jeevan Mission, estimates 13.3 lakh person-year employment per year during the JJM operation phase. The study examines direct, indirect and induced employment and highlights the role of rural water infrastructure in creating income-generating opportunities for both men and women. Another important theme is participatory community action. The edition describes the UNOPS-supported Community Leave No One Behind (CLNOB) approach, through which communities analyse their own water-supply, sanitation and greywater-management situations. The approach is intended to generate local ownership, primary data for decision-making, social cohesion and community-led solutions. The issue also highlights water quality monitoring and community-based surveillance. The Jammu & Kashmir section describes water-quality testing, Field Testing Kits (FTKs), laboratory testing, sanitary inspection and training of women in water testing. The JJM Fortnight in J&K focused on monitoring JJM implementation, water quality, community mobilisation, awareness, behaviour change and interpersonal communication. Women’s participation is another major focus, with the publication documenting how access to piped water reduces the drudgery associated with water collection and creates opportunities for women to participate in income-generating activities, community development and water-sector activities. The edition specifically features “Women for Water: How Jal Jeevan Mission has Unleashed Female Leadership.” The edition further showcases water-security planning and field-level transformation, including the development of a village-level Water Security Plan in Chhattisgarh using a scientific approach, along with case studies from West Bengal and other States. It also reports the recognition of the Water Quality Management Information System (WQMIS) with a Silver Award at the 26th National Conference of E-Governance under the category of emerging technologies for citizen-centric services. The edition also includes Jal Jeevan Survekshan, review meetings and National WASH Experts' visits, making it a comprehensive record of the Mission's implementation, monitoring, innovation and community engagement activities during August 2023.
