Jal Jeevan Samvad – 31st Edition, April 2023 is a monthly publication of the National Jal Jeevan Mission (NJJM) documenting the progress, achievements, field experiences and implementation activities undertaken under the Jal Jeevan Mission. The edition provides detailed information on the progress of Functional Household Tap Connections (FHTCs) across India. As on 30 April 2023, the publication reports 11.88 crore rural households (61.11%) having tap-water connections, compared with 3.23 crore households at the launch of the Mission. It also presents the comparative FHTC coverage of States/UTs and the status of Har Ghar Jal. A key focus of the issue is community ownership and participation in rural water-supply systems. The publication highlights the role of Panchayats, Gram Sabhas, Village Water and Sanitation Committees (VWSCs) and local communities in planning, implementation, operation and maintenance of water-supply schemes. The Prime Minister's messages in the issue particularly emphasise public ownership as an important basis for the success of development schemes. The issue gives special attention to women as Water Warriors and water managers. The Madhya Pradesh feature describes women's involvement in water-quality monitoring, operation and maintenance, pump operation and equitable distribution of drinking water. It also highlights women's increasing participation in traditionally male-dominated roles under JJM. The publication contains State-level case studies from Uttar Pradesh, Madhya Pradesh, Jammu & Kashmir, Haryana and Meghalaya. These cover the transformational journey of Uttar Pradesh, women water warriors in Madhya Pradesh, implementation experiences in Jammu & Kashmir, community-participation initiatives in Haryana and Meghalaya's efforts to move from stream-water dependence towards sustainable safe drinking-water solutions. The Uttar Pradesh feature records substantial progress in FHTC provision, including more than 1.07 crore FHTCs, coverage of schools and Anganwadi centres, and an increase in the daily pace of providing tap-water connections. The edition also highlights water-quality testing and women's participation in water-quality surveillance. In Uttar Pradesh, women were trained to test water using Field Testing Kits (FTKs), while samples were also tested through laboratories, including NABL-accredited laboratories. Another major section, “JJM: Action on the Ground,” documents field visits and implementation reviews in States including West Bengal and Kerala. These visits focused on understanding implementation challenges, improving the pace and quality of work, interacting with local communities and Panchayats, and ensuring adherence to approved designs and technical requirements. The publication also covers Jal Jeevan Survekshan, webinars, conferences and meetings, as well as visits by National WASH Experts. The April 2023 National WASH Expert visits covered eight priority-focused States to assess ground-level implementation and provide suggestions for improving village-level works. Overall, the April 2023 edition serves as a comprehensive record of rural drinking-water coverage, Har Ghar Jal progress, community-led water governance, women's empowerment, water-quality monitoring, State-level good practices, field implementation and monitoring of Jal Jeevan Mission.
