Jal Jeevan Samvad – May 2025 is the 56th edition of the monthly publication of the National Jal Jeevan Mission. The issue focuses on the transition of rural communities from passive beneficiaries to active custodians of water services, emphasizing community participation, local governance and sustainable management of rural drinking-water systems. The edition showcases how Gram Panchayats, Village Water & Sanitation Committees (VWSCs), Pani Samitis, Self-Help Groups and local communities are increasingly involved in participatory planning, water-resource mapping, preparation of Village Action Plans, implementation, monitoring and operation and maintenance of water-supply schemes. Several field-based stories demonstrate the impact of community-led management. The Umket village story in Meghalaya describes how a gravity-based slow-sand filtration system enabled Functional Household Tap Connections and reduced the burden of water collection on women and girls, while improving health, education and quality of life. The publication also highlights community ownership for operation and maintenance, including local technicians, user-charge systems and decentralized management. It describes women's leadership in rural water governance, including mandatory representation in VWSCs, participation of Self-Help Groups and women's involvement in water-quality testing through Field Test Kits (FTKs). A significant focus is placed on water quality and surveillance, with trained rural women and SHGs contributing to regular testing and monitoring of drinking-water quality. The issue also documents community initiatives for water conservation, groundwater recharge, greywater management and protection of local water resources. The issue further covers community-led water management in Rural Tripura, spring-shed management training for engineers in the Northeast, strengthening Panchayats for sustainable rural drinking-water supply, and interactions with District Magistrates/Deputy Commissioners for effective implementation of JJM. The May 2025 edition also presents JJM progress data. As of 31 May 2025, India had 15.63 crore rural households with tap-water connections, representing 80.76% coverage, with 100% FHTC coverage reported in 189 districts, 1,894 blocks, 1,22,723 Panchayats and 2,60,436 villages. Overall, the publication presents community ownership, women's participation, local governance, water-quality monitoring and sustainable operation and maintenance as essential components of achieving reliable and long-term rural drinking-water security.
