Jal Jeevan Samvad – December 2025, the 63rd edition of the publication of the National Jal Jeevan Mission, presents the changing landscape of rural drinking-water governance in India. The issue documents the shift from creating water infrastructure and Functional Household Tap Connections towards ensuring reliable, safe, adequate and sustainable drinking-water services. The edition particularly focuses on community participation, decentralised governance, accountability and long-term operation and maintenance of rural water systems. A major highlight is the national launch of Jal Seva Aankalan, a community-owned digital self-assessment mechanism that enables Gram Panchayats and Village Water & Sanitation Committees to assess water services on parameters including regularity and adequacy of supply, drinking-water quality, O&M and source sustainability. The assessment seeks to strengthen transparency, local ownership and evidence-based decision-making. The issue also features Jal Arpan, which marks the formal transition of completed rural water-supply schemes from government-led construction to community-led management. It documents Jal Arpan Divas celebrations in Kundibeh, Madhya Pradesh and Jungal Tikonia No. 3, Gorakhpur, Uttar Pradesh, emphasising stewardship and collective responsibility. Further, the publication presents the 4th District Collectors’ Peyjal Samvad, district-level experiences from Kamjong, Dhar, Haridwar and other regions, and community-led models demonstrating water quality monitoring, source protection, women’s participation, digital governance and sustainable service delivery.
