"This report details the findings of a functionality assessment survey of household tap connections (FHTCs) undertaken in rural parts of Himachal Pradesh under the Jal Jeevan Mission (JJM). Implemented by the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, the survey was conducted in November-December 2020 to evaluate the on-ground status of piped water supply infrastructure. The assessment covered key parameters such as water supply frequency, quantity adequacy measured against the 55 lpcd benchmark, potability as per BIS 10500 standards, regularity of supply, and reliability of supply timings. Field-level water quality testing was conducted using Field Test Kits and H2S vials across sampled villages in Himachal Pradesh. The household-level assessment captured data on working tap connections, weekly supply patterns, daily supply frequency, water pressure adequacy, and households' use of water for drinking and domestic purposes. Information on water user charges payment and coping mechanisms during supply disruptions was also collected. Village-level indicators include functionality status of piped water supply schemes, infrastructure availability (overhead tanks, pump houses, storage facilities), water source sustainability, and role of village water and sanitation committees in operation and maintenance. The survey identified key challenges faced by schemes including infrastructure gaps and water availability issues. Water quality analysis covered comprehensive testing for parameters such as pH, turbidity, TDS, total hardness, alkalinity, ammonia, iron, fluoride, arsenic, sulphate, chloride, residual chlorine, and bacteriological contamination. The report includes annexures with district-wise functional tap connection proportions and villages where water samples failed quality parameters in Himachal Pradesh."
