Guidelines for implemenation of Nal Jal Mitra Programme

Guidelines for Implementation of Nal Jal Mitra Programme provides the implementation framework for training and certifying local, multi-skilled village-level personnel—called Nal Jal Mitras—to support operation and maintenance of in-village piped water-supply systems under Jal Jeevan Mission.

"This guideline document, issued under Jal Jeevan Mission by the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, in collaboration with the Ministry of Skill Development and Entrepreneurship, sets out the approach for implementing the Nal Jal Mitra Programme (NJMP) across India. The programme develops village-level technical capacity by training local persons, preferably women and members of Self-Help Groups where feasible, in plumbing, electrical work, masonry, pump operation, preventive maintenance, basic administration and employability skills. The programme uses the NCVET-approved, NSQF Level-4 course titled “Jal Vitran Sanchalak (Water Distribution Operator) (Multi-Skill)”, with a total duration of 510 hours comprising classroom learning, practical laboratory training and on-the-job training. It provides guidance on candidate eligibility and nomination, selection of accredited training centres, trainer and assessor requirements, assessment and certification, funding, monitoring, use of Skill India Digital, and roles of National Jal Jeevan Mission, State Water and Sanitation Missions, State Skill Development Missions, District Water and Sanitation Missions, Gram Panchayats, VWSCs, training providers and sector skill councils. The guidelines seek to ensure that every Gram Panchayat has trained personnel capable of supporting routine operations, minor repairs and maintenance of rural piped-water schemes, thereby improving the sustainability, reliability and local ownership of drinking-water services."

Its Main Purposes Are: To Create A Pool Of Locally Available, Certified Multi-skilled Personnel For Operation And Maintenance Of Village Water-supply Infrastructure. To Strengthen Gram Panchayats And Village Water And Sanitation Committees As Local Water Utilities. To Improve Routine Operation, Preventive Maintenance, Minor Repairs And Long-term Functionality Of Piped-water Schemes. To Generate Sustainable Village-level Employment And Livelihood Opportunities, With Preference For Women And Shg Members Where Appropriate."
