Guidelines issued under Jal Jeevan Mission for empanelment and engagement of Key Resource Centres (KRCs) to undertake capacity building, training, knowledge support, research and documentation for stakeholders in the rural drinking-water sector.

About Dataset

"Guidelines for Capacity Building by Key Resource Centres, was issued by the National Jal Jeevan Mission (NJJM), Department of Drinking Water and Sanitation, Ministry of Jal Shakti, in October 2020, with a corrigendum issued in February 2021. It establishes the framework for selecting, empanelling, funding and monitoring reputed government, non-government, academic and training institutions as Key Resource Centres. The guidelines define the objectives, eligibility conditions, thematic areas, selection process, roles, responsibilities, funding norms and reporting requirements for KRCs. The KRCs are expected to design and deliver online, offline and blended training programmes; develop high-quality print, audio and video learning material; undertake training need assessments; organize workshops, webinars, exposure visits, hackathons and knowledge events; document best practices and case studies; and conduct research and evaluations. The framework covers senior management, middle management and community-level stakeholders, including policy makers, State and district officials, engineers, Panchayati Raj Institutions, Gram Panchayats, Village Water and Sanitation Committees, Implementation Support Agencies and community representatives."

Purpose of Dataset

The Purpose Of These Guidelines Is To Build Capable, Responsive And Accountable Institutions And Human Resources For Effective Implementation Of Jal Jeevan Mission. They Seek To Support The Transition From An Infrastructure-focused Approach To A Utility-based, Service-delivery Approach For Sustainable Rural Drinking-water Services. The Guidelines Aim To Strengthen Planning, Water Safety And Security, Source Sustainability, Water Quality Monitoring, Operation And Maintenance, Community Participation, Governance, Financial Management, Leadership And Use Of Technology Across All Levels Of The Mission.
