"This national report presents the comprehensive findings of the third functionality assessment of household tap connections under the Jal Jeevan Mission, conducted from July to October 2024. The assessment was carried out by the Department of Drinking Water and Sanitation under the Ministry of Jal Shakti to evaluate the functionality and efficacy of piped water supply connections to rural households across India. The survey covered 19812 Har Ghar Jal villages and 237608 households spread across 761 rural districts in 34 states and union territories. The assessment followed a cross-sectional research design with population proportionate to size sampling methodology, focusing exclusively on villages with piped water schemes that have 20 or more household tap connections. The survey was conducted during the monsoon period, which presented unique challenges including floods and waterlogging in several states. Key findings reveal that 83.1% of households reported availability of tap water connections, while 92.4% had working connections. The regularity of water supply was reported at 83.5%, with 98.1% of households receiving adequate quantity of water (minimum 55 liters per capita per day). Water quality assessment showed that 76% of samples met the prescribed standards for pH, residual chlorine, and microbiological parameters. At the village level, 98.8% had piped water schemes available, with 84.8% functional on the day of survey. The report covers various aspects including user satisfaction on quantity, quality and pressure of water supply; availability and functionality of tap connections; regularity and adequacy of water supply; water quality assessment at household and source levels; household level practices for water safety; and management of water service delivery at village level including operation and maintenance. It also examines the availability of Village Water and Sanitation Committees, skilled manpower for maintenance, and water disinfection mechanisms. Special focus areas include assessment in JE-AES districts and Aspirational districts, with separate analysis provided for these categories. The report also evaluates the functionality of public institutions like schools, anganwadi centres, and health facilities in terms of water supply connectivity and quality. Challenges identified include pump failures, damaged pipelines, and electricity issues affecting water supply continuity. The assessment provides valuable insights for policy formulation and program implementation to ensure sustainable access to safe drinking water for all rural households in India under the Jal Jeevan Mission. Recommendations focus on improving infrastructure maintenance, enhancing water quality monitoring, and strengthening community management systems."
