The Hindi version of the district-level Faecal Sludge Management toolkit provides field-oriented guidance on the FSM value chain, planning, implementation, IEC, capacity building, licensing and monitoring. It supports district, block and Gram Panchayat functionaries in understanding safe containment, mechanized emptying, transportation, treatment, reuse and disposal of faecal sludge.
his Hindi-language version of the Toolkit for District Level Officials on Faecal Sludge Management is intended to make the FSM guidance accessible to Hindi-speaking field functionaries and stakeholders. The corresponding toolkit covers the complete faecal sludge management value chain, including safe containment, periodic mechanized emptying, safe transportation, treatment and reuse or disposal. It provides a structured seven-step approach for district planning, beginning with orientation and assessment of toilets and containment systems and progressing through retrofitting, village mapping and clustering, organization of desludging services, preparation of an integrated FSM plan and business model, treatment infrastructure and operational monitoring. The toolkit also contains guidance on IEC, capacity building, licensing of private desludging operators, user charges, penalties, stakeholder roles and monitoring. It includes draft regulations, licensing procedures and practical templates. The Hindi edition can therefore support training, communication and field-level implementation of FSM under rural sanitation programmes.
