The Drinking Water Quality Monitoring & Surveillance Framework establishes an institutional and operational approach for ensuring the quality and safety of drinking water under the Jal Jeevan Mission. It recognizes rural water-quality challenges including geogenic contaminants such as arsenic, fluoride and iron and bacteriological contamination associated with polluted surface-water sources. The framework promotes community participation and stronger institutional arrangements involving Village Water and Sanitation Committees, District and State Water and Sanitation Missions and the National Jal Jeevan Mission. Its strategy covers baseline assessment, water-quality testing laboratories, surveillance, identification of water-quality hotspots, awareness, training and capacity building, digital governance, partnerships and SOPs for water-borne disease outbreaks. It also envisages robust laboratory systems and data-driven monitoring to identify vulnerable areas and facilitate timely remedial action.
