The study evaluates the employment potential created by JJM as it expands piped drinking-water supply to rural households. It distinguishes between the one-time construction phase and the longer-term O&M phase, recognising that construction generates substantial temporary employment while O&M can support more sustained local jobs. The analysis covers direct employment in activities such as construction, plumbing, electrical work, plant operation and supervision, as well as indirect employment generated through production, storage and transportation of materials. The study uses a Leontief input-output model to estimate aggregate employment during construction and a ratio method based on employment per household to estimate direct employment. It also uses scheme-level information and cluster analysis to extrapolate estimates across states. The study estimates 2,82,48,478 person-years of construction-phase employment, comprising 59,93,154 direct and 2,22,55,324 indirect person-years. It also estimates substantial O&M employment and identifies skilled and unskilled employment categories. The study concludes that JJM investment can have significant employment and economic multiplier effects.
