Collectors’ Peyjal Samvad – Leh-Ladakh District under the Jal Jeevan Mission (JJM) highlights the district’s progress towards universal household tap-water coverage, Har Ghar Jal certification, community participation, robust monitoring and innovative water-supply solutions suited to Ladakh’s high-altitude and extreme climatic conditions. The presentation particularly showcases the innovative Matho Village dripper-based water supply system providing equitable and continuous 24×7 water supply.
The Collectors’ Peyjal Samvad – Leh-Ladakh District presents the implementation and achievements of the Jal Jeevan Mission (JJM) in providing safe, adequate and reliable drinking water to rural households in the challenging high-altitude environment of Ladakh. As of 27 November 2025, Leh District had 21,505 Functional Household Tap Connections (FHTCs) against 21,688 households, representing 99.16% coverage. Of the district’s 115 villages, 109 were reported as Har Ghar Jal villages and 100 had received Har Ghar Jal certification. The district also has five water-testing laboratories. The presentation highlights a multi-layered monitoring framework comprising Block Level Water and Sanitation Committees, Panchayati Raj Institution capacity building, physical verification, online grievance redressal and mandatory village-level social audits. Community engagement is strengthened through IEC campaigns, village outreach, focus group discussions, Jal Jeevan Maah and multiple communication channels. A major focus is the Matho Village Water Supply Scheme, an innovative JJM intervention designed for extreme climatic and geographical conditions. The scheme provides 357 connections, a 63-km pipeline network and 70 litres per capita per day on a 24×7 basis. Its pressure-regulated dripper technology enables controlled, equitable water distribution while reducing wastage. The presentation further explains winter-proofing, HDPE pipelines, break-pressure chambers, household storage tanks and the roadmap for Har Ghar Jal certification, demonstrating how innovative engineering, community participation and strong monitoring can ensure sustainable and reliable drinking-water services in difficult terrain.
The purpose of this Peyjal Samvad is to document and showcase Leh District’s implementation of Jal Jeevan Mission, including household tap-water coverage, Har Ghar Jal certification, community participation, monitoring and water-quality measures. It particularly demonstrates the Matho Village dripper-based system as an innovative, equitable and climate-resilient approach to providing continuous drinking-water supply in Ladakh.
