This Peyjal Samvad with District Collectors, presented by the Drinking Water & Sanitation Department, Government of Jharkhand, focuses on Women Leadership in Operation and Maintenance (O&M) of Water Supply Schemes in Bokaro District. The presentation highlights the progress of Jal Jeevan Mission (JJM), including Functional Household Tap Connection (FHTC) coverage and the status of JJM schemes and Har Ghar Jal villages. As per the presentation, 436 Multi Village Schemes (MVS) were listed under JJM, of which 352 schemes were physically completed and handed over to Village Water and Sanitation Committees (VWSCs). Of 691 villages, 91 had 100% coverage, 75 were reported as Har Ghar Jal villages and 67 were Har Ghar Jal certified. A key feature of the presentation is the Jalsahiya model, through which frontline women workers serve as grassroots WASH cadres and act as “Jal Doots.” Jalsahiyas support FHTC coverage, O&M of water supply schemes, water-quality testing through Field Test Kits (FTKs), WASH awareness and collection of water-user charges. The presentation further highlights Jan Bhagidari, women’s empowerment and contribution towards SDG 5 and SDG 10. An important digital innovation is E-Jal Kar, under which selected Jalsahiyas use ePOS machines and QR-code-based e-payments for collecting water tariffs. For the Hesabatu Rural Supply Scheme, Jalsahiyas collected ₹1.72 crore.
The purpose of this Peyjal Samvad is to showcase women-led management of rural drinking water services in Bokaro under Jal Jeevan Mission. It highlights the contribution of Jalsahiyas in O&M, water-quality testing, FHTC coverage, community participation and tariff collection, while demonstrating digital and gender-responsive approaches for sustainable water-supply management.
