The State and District Water and Sanitation Missions (SWSM and DWSM) Guidelines provide the institutional framework for establishing, strengthening, and effectively functioning State Water and Sanitation Missions (SWSM), District Water and Sanitation Missions (DWSM), Water and Sanitation Support Organisations (WSSO), State Technical Agencies (STA), and Village Water and Sanitation.
"The guidelines further define the role of the District Water and Sanitation Mission (DWSM) as the principal district-level institution responsible for preparing District Water Security Plans, coordinating implementation, reviewing programme performance, approving schemes submitted by Gram Panchayats and Block Panchayats, facilitating convergence with programmes such as MGNREGS, NRHM, SSA, ICDS, and watershed programmes, and strengthening decentralized governance. They also describe the staffing requirements for district-level consultants in IEC, MIS, HRD, hydrogeology, sanitation, and hygiene. A significant portion of the guidelines is devoted to strengthening community institutions through Village Water and Sanitation Committees (VWSCs) by providing measurable performance indicators, operational agendas, financial management practices, community participation norms, tariff collection mechanisms, operation and maintenance responsibilities, transparency measures, and monitoring indicators. The document also contains recommended organizational structures, quarterly and monthly meeting agendas, reporting formats, annual planning templates, monitoring indicators, and detailed reporting formats covering drinking water coverage, water quality, sustainability, operation and maintenance, support activities, IEC, training, MIS, research, schools, anganwadis, sanitation, financial progress, and programme convergence. Overall, the guidelines serve as a comprehensive institutional and governance manual for ensuring coordinated, decentralized, accountable, and community-driven implementation of rural drinking water and sanitation programmes across India."
