Guidelines for RPL and Up-Skilling “Nal Jal Mitra” provides the process framework for recognising, upgrading and certifying the existing skills of village-level workers engaged in plumbing, pump operation and maintenance of rural piped-water supply systems under Jal Jeevan Mission.
This document lays down the process guidelines for Recognition of Prior Learning (RPL) and up-skilling under the Nal Jal Mitra Programme. It creates an alternative certification pathway for experienced village-level workers, particularly those already undertaking plumbing, pump operation or water-distribution maintenance work without formal certification. The guidelines prescribe candidate identification by Gram Panchayats, experience certification, registration on Skill India Digital, Initial Qualifying Assessment (IQA), bridge training, final assessment, certification, monitoring, funding and payment processes. Candidates scoring 70 percent or above in all National Occupational Standards may receive certification as Jal Vitaran Sanchalak (Nal Jal Mitra). Candidates who meet the required standard in plumbing and pump operations but have gaps in electrical work or masonry undergo 120 hours of up-skilling followed by final assessment. Candidates with inadequate competence in plumbing and pump operations are directed to the full 510 hour short-term training route. The document defines the roles of State Skill Development Missions, State Water and Sanitation Missions, District Water and Sanitation Missions, Training Providers, Assessment Agencies and the Water Management and Plumbing Skill Council. It also establishes assessment standards, including theory, practical and viva components, minimum attendance requirements, digital tracking through Skill India Digital, and certification procedures.
The Purpose Of These Guidelines Is To Establish A Standardised National Process For Identifying, Assessing, Recognising And Upgrading The Skills Of Existing Rural Water-supply Workers So That They Can Be Certified And Deployed As Nal Jal Mitras. The Guidelines Aim To Strengthen Local Capacity For Operation And Maintenance Of Village Piped-water Schemes, Reduce Skill Gaps In Electrical Work And Masonry, Improve The Sustainability Of Rural Water Services, And Create A Certified Village-level Workforce For Jal Jeevan Mission.
