About Dataset

IEC Guidelines for Rural Drinking Water is a 2010 guidance document issued by the Rajiv Gandhi National Drinking Water Mission (RGNDWM), Department of Drinking Water Supply, Ministry of Rural Development, Government of India. It provides a strategic framework for designing and implementing Information, Education and Communication (IEC) activities under the National Rural Drinking Water Programme (NRDWP) to improve awareness, behavioural change, and community participation in rural drinking water management. The guidelines emphasize that sustainable drinking water services require informed and empowered communities. They outline an IEC strategy focused on creating awareness about safe drinking water, water quality, hygiene, sanitation, water conservation, source sustainability, community ownership, transparency, accountability, and people's participation. The strategy promotes decentralized, demand-driven, community-managed water supply systems through Panchayati Raj Institutions (PRIs), Gram Panchayats, Village Water and Sanitation Committees (VWSCs), and local communities. The strategy and objectives are described in the opening chapters (pages 1–4). The document identifies more than twenty thematic focus areas, including safe drinking water, judicious water use, rainwater harvesting, groundwater recharge, protection of drinking water sources, water quality and testing, water-borne diseases, water handling, wastewater and solid waste management, operation and maintenance of water systems, gender issues, school water and sanitation, equity for disadvantaged groups, and cost-effective technologies. These themes are listed in the "Focused Areas" section (pages 3–4). It further provides detailed guidance for planning IEC campaigns, identifying target audiences, developing communication messages, selecting media channels, and implementing IEC activities at the State, District, Block, and Gram Panchayat/Village levels. Recommended communication tools include television, radio, newspapers, folk media, street plays, rallies, wall paintings, school activities, interpersonal communication, exhibitions, mobile campaigns, SMS, community meetings, health walks, and capacity-building programmes. Pages 6–13 describe level-wise IEC activities, while page 13 also outlines the implementation plan and IEC fund distribution across different administrative levels. The document concludes with an educational "Snakes and Ladders" (Edutainment) tool to promote water and sanitation awareness through interactive learning.

The Guidelines Seek To Build The Capacity Of Governments, Panchayati Raj Institutions, Gram Panchayats, Village Water And Sanitation Committees, Schools, Ngos, And Communities To Promote Safe Drinking Water Practices, Water Conservation, Hygiene And Sanitation, Water-quality Management, And Community Ownership Of Rural Water-supply Systems Through Structured Communication And Education Initiatives.
